MSIR is published by AllScope Research as a peer-reviewed, open-access, multidisciplinary journal, indexed in Google Scholar and Crossref, and stating compliance with the Budapest Open Access Initiative.
What the work involved
The interesting constraint here was breadth. A journal covering sciences, technology, humanities, social sciences and education cannot use one review workflow, because a reviewer pool that suits a computing paper is useless for an education paper. The configuration therefore carries sections with their own editors and their own reviewer lists, so a submission reaches someone competent to judge it.
Double-blind review adds its own requirement, and it is one that is easy to defeat by accident. Author names have to be stripped from the manuscript file as well as the submission record, because a Word document carries its author in its properties even after the title page has been edited. That check belongs in the workflow rather than in a reviewer's goodwill.
A note on what is not claimed
The site displays an impact factor described as manually calculated. That is not a figure from Clarivate or Scopus, and it is repeated here only to be explicit about what it is: an internal calculation, not an assigned metric. It is also worth NUZM resolving the site's own inconsistency, since one page describes the journal as bi-monthly and another as quarterly.
